解放前，广州市的一幢破旧的大院里住着72家穷苦的房客。屋主炳根和他的老婆八姑是流氓恶霸，房客们深受他们的欺压。为了发财，炳根夫妇想把大院改成个吃、喝、嫖、赌的场所“逍遥宫”，请来了警察“369'’号帮他们撵走全部房客。房客们在反逼迁斗争中团结起来，使炳根夫妇计不得逞。炳根夫妇由“369'’搭线，决定把自己的漂亮养女阿香送给警察分局长当姨太太，以便依仗分局长的势力来撵走这批房客。股东们见“逍遥宫”有警察分局长撑腰，踊跃把股金交给了炳根。但是，阿香坚决不从分局长，从分局长的迎亲筵席上逃回大院。房客们同情她，把她藏了起来，使炳根他们遍找无着，急得炳根挟着股金想逃跑。结果，局长判了炳根夫妇招摇撞骗、挟款私逃的罪，关进了监狱，而把股金没收归己有。阿香幸得安然无恙，七十二家房客也因“逍遥宫”的流产，得以在这破旧的大院里暂且安身，而免露宿街头。
